In these circumstances we would like to inform you that the union is adding another industrial directive to the existing one. MUMN is instructing all the nurses in all wards not to work outside their ward at any time. They are to remain doing their duties at their respective ward.

Allow me to inform you that the wards Kristu Re 1, Kristu Re 2 and Kristu Re 5 are still having one nurse during the night duty. Moreover these wards are not observing the patient to nurse ratio even during the day.
As you surely appreciate, MUMN has been patiently waiting for these wards to have their proper compliment but months after, the situation has not changed.
In these circumstances we have no other option but to issue industrial directives to protect the safe practice of our nurses. From tomorrow Thursday 1st June 2023 from 7am onwards, the nurses that work in these wards are not to give any nursing care to the new admissions, both during the day and night. If extra nurses are deployed in these wards, they can give all the nursing care needed as they do not fall under this Directive.

MUMN Agreement with SVP Management

After a series of meetings, an agreement has been reached with SVP Old Block. The agreement reached is as follows:-
- The nursing staffing ratios in all SVP would be 1:10, this implies one nurse with 10 residents during the day shift.
- All wards with over 32 residents will be downsized to 32 residents.
- Wards with 26-32 residents will have three nurses during the day.
- Wards with 20-24 residents will have two nurses during the day.
- All wards will have two nurses during the night.
- In various wards there will be the introduction of the day night rest off roster to reach the compliment of 3 nurses during the day. The nurses working in these wards will have the opportunity to apply for this roster. If there are more applications then required for this roster, such roster will be given on seniority basis.
- The ratio of the carers will be 1:5 in the morning, and 1:7 during the afternoon.
- It is the carers’ responsibility for washing of patients, ambulation, nappy changing and feeding patients with normal diet. The nurses responsibilities would be clinical observation and supervision of such carer’s duties.
- The nurses would be responsible to take parameters when ordered by the doctor.
- The Charge Nurse would be responsible to keep a year planner on their respective wards and make use of “My Kiosk” to approve the Vacation Leave;
- The first Vacation Leave/Study Leave would be granted in every ward without any need of any replacement.
- It would be the Charge Nurse responsibility to approve the first Vacation/Study leave and inform the Nursing Administration so a replacement would be sent from the main office.
- The second vacation leave/study leave would request the nursing administration for replacement. If replacement cannot be granted by the Nursing Administration, a replacement has to be sought by the nurse.
- Nurses are only to inform relatives when serous conditions on the residents have been identified. A working group will be set up and further details will be provided.
- All Directives have been removed.
Discussions are underway with the Management of the SVP New Block. Once an Agreement is reached we will inform you accordingly.

Attention to All Nurses working in SVP & Elderly Homes Work to Rule

MUMN feels it is time to update you with recent facts. In a recent meeting, The Prime Minister appointed the Deputy Prime Minister Mr. Fearne as a negotiator which would have led to the termination of the suspension of Mr. Xuereb. MUMN was fully collaborating with Mr. Fearne but Mr. Jo- Etienne Abela had other intentions. He sabotaged the mediation and went running to the courts to seek an injunction of our successful directives. Jo- Etienne never had any intention to collaborate with Mr. Fearne so that the suspension of Mr. Xuereb be lifted. Mr. Fearne was ready to accept Rhys Xuereb to the Health Department but Jo- Etienne had no intentions of recommending to the PSC regarding the termination of suspension as other Ministers did recently.
While Gozo Minister and Justice Minister had similar cases, no recommendations for suspension were sent to the PSC by their offices. Mr. Jo- Etienne not only recommended the suspension of the nurse to the PSC but also framed a nurse by his fake investigation. These are the true colours of Jo- Etienne which all of you should know. A Minister like Jo- Etienne was never seen before in the Active Aging Ministry and MUMN was proven right on Jo- Etienne’s ambition and determination to send the suspended nurse to prison to hide his failures as Minister.
Last Wednesday, in the court sitting which lasted just 15 minutes, which only 5 minutes were allotted to our lawyer, the judge gave a ruling in a matter of seconds. It must be the shortest court sitting in the world where the judge was literally with a stopwatch so that in 15 minutes, we were all out of court. The verdict is just a four-liner compared to other previous sentences with takes two weeks to be formulated and consists of 20 pages!
Having said that, our Minister Jo- Etienne Abela, was present at the court, eager to argument against the termination of the suspension and neither to keep to the 18th of April 2022 agreement of capping all wards to 30 patients with two nurses per shift. Mr. Jo- Etienne's lawyer never made any reference to the nurses' issues in SVP and Homes but just concerned that we the nurses are causing elderly suffering.
Now it is time to safeguard your health and your rights since unfortunately under Minister Jo- Etienne Abela, we are under a ruthless minister who is ready to betray his Prime Minister to achieve his means.
It is now the time to adopt the work to rule module. You are being instructed to only carry out duties pertaining only to the Nursing profession while other duties which can be delegated to other workers, will be removed from us nurses.
These directives are to start on Monday the 12th of December from 7.00 am onwards at SVP and all Elderly Homes. Such directives will allow nurses to provide better nursing care to our residents:-
- Nurses are to administer all treatment including enteral feeding, IVI care and effusion/infusion pumps.
- Nurses are to perform all change of dressings.
- Nursing Report is to be written only when a change in patients' condition has occurred.
- Nurses are not to wash, ambulate or take parameters since all such duties can be done by auxiliary staff.
- Nurses are not to fill any care plans to cope with the sheer number of patients on your ward.
- The only paperwork to be done is to stock the ward with supplies or pharmacy
- Nurses in all hospitals including you in Homes and SVP are only to phone relatives if there is deteriorated in the condition of the resident or the resident is taken to MDH.
- Nurses are not to make use of phone even if called by the ward clerk, concentrate our duties on the patients.
- Head Counts are not to be done. That is a security duty besides head counts are not in the job description of the nurse.
- Nurses are not to attend any activities where Mr. Joe Etienne Abela is present
Nurses working in SVP are not to do any nursing care including treatment to the 33rd patient and more.
It is important to adhere to such instructions since no one takes care of your health or wellbeing.
MUMN has no intention to hold meetings with Mr. Jo-Etienne Abela while our nurse is suspended indefinitely. If the suspended nurse would be reinstated, MUMN would insist that every ward must have 30 patients with two nurses in every shift. It would not be acceptable that nurses from the relieve pool are send on ad hoc bases so MUMN is insisting that there should be two nurses in the shift as in MDH. Nurses are NEVER to work alone since nurses are at high risk of getting framed and disciplined once again.
Once these objectives are achieved, MUMN would remove such instructions of work to rule but we have a very long way ahead to achieve this.

SVP Admissions are to stop at 3.00 pm as to allow nurses to take their VL

There is no agreement with MUMN that nurses and nurses only in SVP are to be on stop leave.
This is pure discrimination and therefore MUMN is issuing a directive that nurses are still to avail of their VL as their counterparts other professionals.
Also, MUMN cannot understand why the concession of the Gozitians should be removed as from today. MUMN is issuing a directive to all Gozitians to take the concession which all Gozitians working in Malta are entitled.
All admissions are to stop at 3.00 pm as to allow nurses to take their VL and to allow Gozitian nurses to go to Gozo.

Important Letter to SVP NursesPublished 14th November 2022
MUMN is aware that SVP has no respect to us nurses and decided to remove a number of carers from many wards of SVP. Such action at SVP was done to neutralize the current directives in SVP. The current directive of non-admission is in place as to reduce the number of patients so that the nurses could do all necessary nursing professional duties to the patients. Duties such as parameters, dressings, treatment, feeding machines, accompanying doctors etc which duties are to be done ONLY by nurses and not by carers. So, when SVP Management expects that nurses are to wash the same number of patients as the carers demonstrates that SVP Management is spiteful to the nursing profession. Such duties pertaining to nurses proves what MUMN has been saying, that SVP, has an acute setting as a hospital and should not be considered as a resident but as patients.
Unfortunately, SVP Management decides only on numbers and considers the nurses and the carers on equal footing. The management of SVP has never distinguished the duties of the nurses and expect nurses to do the washing as the carers while NOT considering the additional duties of a nurse. Yesterday, a case in point, the CNM of SVP, decided to shout and threaten nurses that they would be sent to the relieve pool f they abide to MUMN directives when nurses would not accept to be treated as carers. This is not acceptable. Several times MUMN reprimanded that shouting at the staff is not acceptable and now MUMN has to take action since its warnings were ignored.
SVP offers the worst working conditions for the nurses from all other the Health Institutions in Malta and Gozo including those institutions belonging to Steward.
- SVP is the only hospital where the management does not allow one nurse on vacation leave or study leave per ward;
- While at other hospitals and homes including Primary Care, nurses never face disciplinary action, in SVP, nurses suffer the highest record of disciplinary cases since the CEO finds disciplinary actions as a defence mechanism for SVP management. That is why any senseless compliment from relatives and doctors on the nursing profession is always met with disciplinary action.
MUMN meets all Hospital management in all health institutions in Malta and Gozo including Steward Malta. MUMN is aware that the nurses were always badly treated in SVP but now under this new minister, the working conditions have further deteriorated. Now the situation has gone from bad to worst.
Just to give you an example, currently a magisterial inquiry is taking place at MDH without having the Health Minister framing the nurses but totally the opposite. Nurses in MDH are enjoying the support of the Health Department lawyer, of the CEO and the CNM of MDH. Not only that, but MUMN was reassured that the nurses will still enjoy the support of the Health Department even if criminal charges are brought against the nurses. What a huge difference from SVP were the nurse is resected as a professional not a career.
This will eventually stop. The famous study is now outdated and failed miserably and that is why the current directives are in place.
Due to the senseless directions and ratios which are not in agreement with MUMN, the following instructions are being issued with immediate effect: -
- Nurses are to do nursing duties and all the ratios which the CNM spoke about yesterday are to be ignored. They do not make sense at all and no wonder the numerous emails, telephone calls etc. MUMN received on a Sunday.
Since SVP has no insight on the nurses' duties, all those wards which had a reduction of carers from the wards are to follow these instructions: -
- In the morning, all nurses are to concentrate on nursing duties and not on washing of patients. Washing of patients is a carers’ duty. Once all duties are done, nurses are only to wash up to two patients per nurse. If certain amount of patients have remained unwashed, it is not to the nurses’ fault or lack of responsibility but due to the fact that SVP reduced the number of carers from the ward without seeing the impact on the patients.
MUMN will always be your support and inform MUMN when any harassment, shouting or any new ratios are being launched so that MUMN can take the necessary action.
Directive to night charge nurses.Published 29th September 2022
MUMN is issuing a directive with immediate effect regarding the transport logbook/register of the blood samples which need to be taken in MDH.
Although the night charge nurses provided different reasons that it does not make sense that the night charge nurses are to be responsible of such register/ logbook and that such register cannot be added to their current duties, unfortunately this all fell on deaf ears.
Besides, it is not the duty of any nurse to take responsibility of such register concerning the private contractor for transporting blood samples. Shifting responsibilities which use to belong to other workers on to the Nursing night administration is not acceptable to MUMN in the light that the Active Aging Ministry is being run by a Perm. Sec. and a Minister who have no qualms of framing nursing to court.

Directive to all nurses working in SVP.

MUMN has just informed that a circular has been issued imposing on the nurses and the charge nurses to do head counts of the patients. This is something never seen before, and it is not part of the duty of any nurse in Malta (or worldwide) to do head counts of any patients.
Nurses are not prison wardens, and this shows that the Active Elderly Ministry who lacks experience is treating SVP as a prison and nurses as prison wardens.
In the nursing job description, nurses are listed neither as guardians nor wardens of the patients. So clearly, this goes against the job description of the nurses and the Charge Nurses.
Therefore, with immediate effect, MUMN is issuing a directive to refrain from doing any head counts and not to fill any forms related to head counts. Such Directive is for the nurses, Charge Nurses and SNMs.
The Active Aging Ministry is trying to humiliate the nursing profession as much as possible. Be proud to be a nurse and ignore such circular and any SOPs related to head counts. Such forms are not in agreement with MUMN.

To all Nurses Working in SVP (including New SVP)

Dear Colleagues,
MUMN would like to thank all nurses for the support MUMN is receiving to address the nursing issue in SVP. MUMN is striving that the working conditions would be at par to all other nurses working in other hospitals.
It is important to adhere to the directives since the objective is still far away. MUMN intends that every ward would have a maximum of 30 patients with at least two nurses per shift. With two nurses per shift and with 30 patients per ward, would allow a safe practice environment. It also permits that at least one nurse per ward may take Vacation Leave or Study Leave without no replacement since a minimum of three nurses would remain with 30 patients. In addition, it is our intention that the Charge Nurses would manage the VL and not the nursing administration office. The nursing administration would only be responsible to replace the sick leave as what occurs in MDH. Another benefit of two nurses per shift, is that two nurses would be present in the night shift which is very important after what occurred few weeks ago.
The plan is clear and MUMN will attain those goals as long as every nurse will remain abiding to the directives, currently taking place.
MUMN is amending the directives. All wards are adhering to the directives so MUMN is allowing that internal transfers to take place with the following conditions:-
- All internal transfers are allowed with the condition that the patients will be transferred from an open wards to closed wards and vice versa.
- Any ward with over 30 patients is not to allow any internal transfer. The scope to get all wards having not more than 30 patients with two nurses per shift has to be achieved so new additional patients cannot be permitted.
- MUMN would only allow transfer of patients in wards with over 30 patients in these special circumstances:-
- When a patient is sent to MDH and returns back to the same ward (the bed needs to be left reserved)
- When there is an exchange of patients, that a patient is send to the closed ward and replaced by a patient coming from the closed ward to the same ward. This should be as a last resort and MUMN would never allow an increase in patients in the wards with over 30 patients.

New Directives to all MUMN Members in SVP, New SVP & Elderly Homes

Starting from tomorrow Thursday 18th August from 7am onwards
- Nurses are not to phone any relatives for any reason in SVP & New SVP.
- Top-up forms related to stationery are not to be filled.
- The forms which are used for the release of a resident outside hospital grounds are not to be filled nor endorsed by the Nurse.
- Do not sign any forms related to maintenance work stipulating responsibility for the maintenance work and items moved from stores.
- Do not sign any forms related to personnel attending the ward to check the ward temperature, or personnel checking & repairing a/c units.
Such directives are to be added to the existing directives that no admissions are to take place in all wards of SVP & New SVP until:-
- All wards with 30 residents or less.
- Every nursing shift in every roster in SVP & New SVP has two Nurses and not one Nurse per shift.
- Every ward would have two Nurses during the night.
- No replacements are needed to avail of one’s Vacation Leave or Study Leave.
Until all above conditions are not reached, SVP, New SVP and Elderly Homes are not to admit any residents.

Added directive to all nurses working in SVP

Out of the 45wards in SVP and out of the 16 wards in the “Private Public SVP”, one particular ward called the KR4 happens to have a nurse who is not a member of MUMN.
So MUMN is being informed by various nurses, that internal transfers are being done from KR4 to other wards so that new admissions can take place in SVP through KR4.
In other words, SVP is trying to bypass MUMN directives regarding new admissions using KR4.
Therefore, MUMN is constrained to issue another directive with immediate effect:
1) All internal transfers in all SVP are to stop immediately.
2) The only internal transfers permitted are from the observation ward to all other wards. This is to allow all residents returning from MDH to go back to their respective wards.
3) The observation ward is to transfer the resident ONLY to his or her ward which ward is to be the ward which the resident was prior to leaving to MDH.
4) Also all transfers to closed wards can also take place. If the closed wards are used to bypass MUMN directives, please inform us.
On a different note the directive issued two days ago not to fill in the “worksheet” is applicable for night and day shifts also.
It is important to adhere to MUMN directives since otherwise the working conditions of the nurses will never be addressed. MUMN thanks you all for your support.

Directive to All Nurses working in svp

When MUMN allowed the management of SVP to request a replacement for nurses to avail of Vacation Leave (VL) or Study Leave (SL), it was on the pretext that:
Such commitment is required to maintain staffing ratios on the ward of the nurse requesting the VL or SL (and not to be transferred to any other ward in SVP).
Such overtime being sought by the nurse is on a personal basis so that nurse can avail of his/her SL or VL.
So MUMN cannot accept what is currently taking place by Nursing Management that:
Overtime which was sought for replacement of VL or SL due to orders of the Nursing Management is cancelled.
Overtime is not cancelled but the commitment is removed, and the replacing nurse is transferred to another ward.
When nursing management cancels the overtime or removes the commitment, this clearly shows that after all no replacement was needed in the first place and that the nurses could have availed of her/his SL or VL without passing through the ordeal of seeking a replacement.
One must make it crystal clear that the replacement is not for “hospital use” but is solely as a replacement for the nurse on his/her ward, which nurse was ordered by the Nursing Management to seek a replacement.
Therefore, MUMN is issuing these directives with immediate effect:
The Nursing Management has no right to cancel the replacement if not at least four days before the VL or SL is to be availed of. Otherwise, any cancellation of overtime is to be ignored by all nurses and reported to work as a commitment.
The Nursing Management has no right to remove the commitment of that nurse on overtime who was sought by the nurse as a replacement if not at least four days before the day of the VL or SL. The commitment must be honoured by both parties, both by the nurses committed to replacing their colleagues on the ward and by the Nursing Management of SVP. As stated before …such overtime is of personal use and not of the Nursing Management to transfer such nurse to another ward.
If the Nursing Management tries to remove the commitment and orders the nurse on overtime (which overtime nurses have sought as a replacement) to attend to a different ward such order must be ignored.
The Nursing Management is only allowed to remove the commitment 7 days before the day of the VL or SL.

Directive to All Nurses working in open wards in SVP

MUMN is issuing a directive with immediate effect to ignore completely the memo “Escalating Security measures in Open wards in SVP”.
MUMN expects that such a memo with so high implications on the nursing staff and residents be thoroughly discussed with MUMN BEFORE it is even issued. Not to mention that such memo is inhumane on the residents in SVP.
Nurses cannot be held responsible if any resident leaves the ward since nurses are not door attendants. Shifting the onus of responsibilities on nurses is illegal since Medical and non-medical staff can enter or leave any open ward and do not lock the doors behind them.
Besides, the compliment of an open ward is very much less than that of a closed ward in SVP so there is never sufficient staff in the open ward (or in SVP for that matter) to accompany patients outside such wards.
These are some of the issues but there are other major issues which MUMN disagrees on in such memo. Such memo even does not make sense at all even if SVP was licenced as a Hospital. SVP is not a prison.
So until further notice such memo is to be ignored and continue treating your residents as usual.

Directive to all Nurses working in SVP regarding Overtime

It is not acceptable to MUMN that nurses working in SVP are not being allowed to work part time or overtime in other Health Institutions including MDH. This does not hold ground giving the fact that the current Covid numbers are so low both Malta and Gozo. This is then compounded by the fact that all SVP health care workers can go and travel abroad and return to work without swabbing or without any form of quarantine. Read More

MUMN has no agreement on the Facilitating Potential Covid-19 Client Form. Such form does not make sense since in SVP, there is a stringent nurse allocation system to every cohort of patients and so the nurses do not feel the need to fill any forms related on this issue. Read more.

Speech Language Liability Forms

MUMN have made every effort to remove the liability of the Speech Language Liability Forms from all the Nursing Grades. The fact that such forms can lead to nurses being summoned to the Police station, interrogated and taken to court when nurses are not to blame, is unacceptable for MUMN. Read more.
